According to Payoneer's Add funds FAQ section, you add money to an eligible Payoneer balance by making a bank transfer from your own bank to a receiving account available for Add funds.1 This FAQ section doesn't describe a direct self-transfer from your PayPal balance to your Payoneer balance.

That pricing entry should not be treated as confirmation that you can self-fund your own Payoneer account from your own PayPal balance. The supplied Add funds guidance specifies the bank-transfer route for self funding. Check the payment methods shown in the specific request and the terms available in your account before relying on a client-payment route.1,5
