Xoom, a PayPal service, lets US customers send money internationally in two broad ways.
The first is getting money directly to a person through a bank deposit, debit card deposit, mobile wallet, cash pickup, or home delivery.
The second is paying on someone's behalf, covering an international bill or reloading a prepaid phone, in supported markets.
This guide walks through what a Xoom transfer actually costs and how it works. We’ll cover the service’s fees, exchange rates, required details, transfer times, limits, and support options.

You can make international money transfers with Xoom, but they may not be traditional bank wires. PayPal says Xoom covers four kinds of transfers. One is sending to a contact's bank account, debit card, or mobile wallet.
The others are cash for pickup or home delivery, paying international bills, and reloading prepaid phones.1
For US consumers, the closest equivalent to a wire transfer is usually a bank deposit through Xoom. Xoom says customers can send to bank accounts, cash pickup locations, mobile wallets, and other delivery options where available. Its US destination page says Xoom can make bank deposits to major US banks and deposit directly to eligible Visa and Mastercard debit cards.2
Available delivery options depend on destination, recipient bank or partner, payout currency, and amount. Use Xoom’s calculator or transfer flow to confirm whether a bank deposit is available.
Xoom fees aren't fixed. Transaction type and payment method start the calculation, and payment currency, amount, destination country, and payout currency each nudge it from there.
Xoom says you can check fees in the Fee Calculator by choosing Send Money, selecting the destination, entering the amount, and selecting Show Fees. For bills and reloads, fees appear on the Review screen before confirmation.3
Xoom doesn't charge a single international wire transfer fee for every route. Paying with a bank account may cost less than paying by card, while card-funded transfers can be faster but may cost more. Xoom also notes that credit card issuers may charge a cash advance fee in addition to Xoom’s transaction fee.
Some transactions may have no Xoom transfer fee. Xoom says it does not charge transfer fees for transactions funded using PayPal USD, or PYUSD, where available.3 Xoom also publishes a zero-transfer-fee page.4 It lists the qualifying corridors, funding methods, send amounts, and receive options together.
If your transfer involves currency conversion, Xoom displays the exchange rate before you send. Xoom says its exchange rate includes a currency conversion spread, and it converts currencies at the rate displayed at the time of the transaction. Rates can change based on financial markets or local partner rates.3
For a fair comparison, consider both the fee and the exchange rate. A low or zero fee may still cost more if the exchange rate is less favorable. The key number is the final amount your recipient receives.
PayPal’s US consumer fee page also notes that PayPal transaction exchange rates can include a currency conversion spread for some international personal transactions. Xoom has its own fee and rate display, so review the Xoom quote before confirming.5
You can make Xoom transfers online, in the Xoom app, or through PayPal in some flows. The basic steps are:
Go to Xoom or use the Xoom app. PayPal says you can use Xoom sending options with a PayPal personal account by logging in with PayPal on Xoom.com or in the Xoom app.1
Select where the money is going, then choose how it arrives. Options include bank deposit, debit card deposit, mobile wallet, cash pickup, or home delivery.
Enter how much you want to send. Xoom will show the fee, exchange rate (if conversion is involved), and recipient amount before you confirm.
Enter the recipient’s name and delivery details. For bank deposits, this usually means bank account details. For cash pickup, use the legal name on the recipient’s ID.
Xoom says US and Canada residents can pay using a bank account, debit or credit card, or eligible payment methods in a PayPal account. US users with linked eligible PayPal Balance accounts may also be able to use PYUSD, excluding Hawaii.6
Review six things before you commit. The fee, exchange rate, recipient amount, delivery method, payment method, and recipient details. Then confirm the transfer.
Use your Xoom account, app, email updates, or PayPal-linked experience to track the transfer. If you have issues, contact Xoom with your transaction number.

The details depend on the destination and delivery method. For a bank deposit, you may need:
- Recipient’s full legal name
- Recipient’s address, if required
- Recipient bank name
- Recipient bank account number or IBAN
- Routing number, sort code, CLABE, IFSC, or other local bank code where required
- SWIFT/BIC code, if requested for that route
- Destination country and payout currency
- Transfer amount
- Transfer reason, if requested
- Your payment method details
For cash pickup, the recipient may need government ID and the transaction reference. Xoom may also ask you for identity verification or extra information depending on amount, destination, and compliance requirements.7
Xoom delivery times vary by payment method, destination, delivery option, partner availability, and security checks. Xoom says debit card deposits to eligible US cards are typically deposited in minutes, although fees, limits, and holds may apply.2
PayPal's international sending page says Xoom delivery time varies by delivery method and that transfers can be delayed or stopped if issues arise.8
Xoom's user agreement adds more detail. Identity verification, transaction validation, and fraud or anti-money laundering review can hold up a transfer on Xoom's side. So can partner availability, business hours, system availability, currency availability, and legal requirements, factors largely outside Xoom's own control.9
Use the delivery estimate shown before confirmation. If timing is critical, compare payout methods because bank deposit, card deposit, cash pickup, and mobile wallet transfers may have different speeds.
Xoom sending limits depend on where you live, delivery method, payment partner limits, and your sending level. For US residents, Level 1 starts at 2,999 USD in a single day and grows from there, up to 6,000 USD across 30 days and 9,999 USD across 180 days.
Level 2 allows up to $10,000 in 24 hours, $20,000 in 30 days, and $30,000 in 180 days. Level 3 allows up to $50,000 in 24 hours, $60,000 in 30 days, and $100,000 in 180 days, with lower cash pickup limits shown separately.10
To raise limits, Xoom may ask for documents. For US residents, these can include identity documents, a Social Security number, a passport, a driver's license, a state ID, or an alien identification card. Higher levels may also require a pay stub or bank statement showing direct deposit, plus online questions, depending on where you land.
Payment partners can also set limits. Xoom says banks, cash pickup locations, and home delivery services may restrict how much can be sent or received.
Xoom offers message support, a support form, phone support, and mail. Its contact page lists US and Canada customer service at (877) 815-1531 toll-free or +1 (415) 395-4225. English, Spanish, and Filipino phone support is listed from 9:00 AM to 9:00 PM Eastern, Monday through Sunday.11
Xoom also lists mailing support at Xoom Customer Support, P.O. Box 45950, Omaha, NE 68145-0950.11 For failed payments, PayPal lists (877) 981-2144, Monday through Friday from 9 AM to 7 PM Eastern.12
Xoom can be useful for US consumers sending money internationally for bank deposits, debit card deposits, cash pickup, mobile wallet transfers, bills, and reloads. However, a Xoom wire transfer is usually not a classic bank wire.
