Skrill uses lifetime aggregate limits, which means it adds up all the money coming into your wallet over the life of your account, including deposits and transfers received from other Skrill customers or merchants. Fees and refunds don't count toward that total.¹
Your limit depends on how far you have verified your account, and it rises as you complete more verification steps. Since the limit tracks money coming in rather than money you send, and you can only send what you have already loaded, this is what caps your sending too.
Skrill separates US accounts into 3 limit levels. Each level is tied to a verification step.

For residents of Florida and New Mexico, to move up to 2,999.99 USD or higher, you must submit a copy of your ID. Verifying your bank account alone won't lift your limit.¹
Skrill doesn't publish a weekly transfer limit for US accounts. Its US limits are set as lifetime totals by verification level. There's no fixed amount you can or can't send each week.
The amount you can move in any given week is governed by how much room is left under your account's aggregate limit, which you can check in your account.
Similarly to the weekly transfer limit, Skrill doesn't publish a daily transfer limit for US accounts either. The practical limit is the amount remaining under your verification level, plus any cap tied to the payment method you choose.

Skrill's lifetime aggregate limits apply to international transfers, too.
At Level 1, you can move up to 999.99 USD after signing up and passing initial verification. At Level 2, the limit rises to between 1,000 and 2,999.99 USD once you submit your ID and/or verify your bank account. At Level 3, you reach 3,000 USD up to unlimited after verifying your bank account.¹
For an international transfer, your recipient needs their own Skrill account, since Skrill moves money from wallet to wallet. You can't send money to an outside bank account.
Skrill shows your current limit inside your account. Go to Settings, then Limit and verification, where you can see your level and how much of it you have used.¹
Skrill also flags your limit as you approach it. When you're close to using up your current level, a banner appears on your dashboard prompting you to finish the next verification step.

If you live in Florida or New Mexico, you must submit a copy of your ID to go above 2,999.99 USD. Bank verification alone won't raise your limit.¹
Skrill doesn't state a minimum transfer amount on its website. In practice, the smallest amount is usually low, somewhere in the range of 1 USD to 10 USD.
The most reliable way to know is to start setting up your transfer. The send screen will tell you if your amount falls below what the payment method or route allows.

When a transfer needs to be converted, Skrill uses the Skrill exchange rate, which is a reference rate that Skrill sets itself and updates continuously throughout the day.
That rate is not the mid-market rate you can look up on a currency converter, and Skrill adds a foreign exchange fee of up to 3.99% on top of it.³
