A Professional Employer Organization, or PEO, helps businesses manage employment-related functions such as payroll, payroll tax administration, employee benefits, HR support, compliance, workers' compensation, onboarding, and risk management.

PEO pricing in the US depends on factors such as headcount, employee locations, and included services. Some PEOs charge a flat per-employee-per-month fee. Others charge a percentage of payroll. Many quote custom pricing after reviewing your workforce.

How Much Does a PEO Cost in the US?

As of July 2026, ADP says PEO administrative fees commonly range from 2 to 12 percent of total payroll, or about $40 to $160 per employee per month. The final price depends on the provider.1 Transparent providers such as Justworks publish PEO pricing, while providers such as ADP, Paychex, and TriNet typically use custom quotes.

PEO pricing also depends on the level of service proveded.

Many PEOs operate through a co-employment arrangement. The business continues to control day-to-day operations, business strategy, and employee work, while the PEO takes on certain administrative employer responsibilities defined in the service agreement.

Some PEOs are Certified Professional Employer Organizations, or CPEOs.7 The IRS says a CPEO may agree to take over some or all federal employment tax responsibilities under a CPEO contract. What Are Common PEO pricing models?

Per employee per month (PEPM)

With PEPM pricing, the PEO charges a fixed administrative fee for each covered employee each month.

Example:

25 employees x $100 PEPM = $2,500 monthly PEO admin fee

PEPM pricing is easy to forecast as headcount changes. It may work well for companies with predictable staffing and a mix of salary levels.

Percentage of payroll

With percentage-of-payroll pricing, the PEO charges an administrative fee as a percentage of total payroll.

Example:

$200,000 monthly payroll x 4 percent = $8,000 monthly PEO admin fee

This model scales with payroll. It may cost more as wages rise, even if headcount stays flat.

Flat base fee plus add-ons

Some providers separate software, payroll, HR consulting, benefits administration, time tracking, international contractor payments, or other services into add-ons. This can look cheaper upfront, but the total cost may rise once you include everything you need.

Published PEO pricing examples

Most major PEOs quote custom prices, but there are some public benchmarks.

Justworks publishes transparent PEO pricing.2 As of the pages reviewed for this article, Justworks lists:

  • PEO Basic: $79 per employee per month
  • PEO Plus: $124 per employee per month
  • Payroll-only plan: $8 per employee per month plus a $50 monthly base fee

Justworks says its PEO Basic plan includes payroll, compliance support, HR support and consultation, reporting tools, contractor and vendor payments, commuter benefits, workers' compensation access, life and disability insurance, and 401(k) access.3 PEO Plus adds access to medical, dental, vision, HSA, FSA, One Medical where available, and Teladoc.

TriNet says it uses PEPM pricing for administrative cost, with a flat monthly fee for each active worksite employee.4 It also notes that employee benefits, workers' compensation, payroll taxes, and add-ons are separate from the PEPM fee.

ADP TotalSource and Paychex PEO generally require a custom quote.16 Their public resources focus on how pricing is determined and what services are included rather than a universal price.

What affects PEO pricing?

PEO pricing is risk-adjusted because the provider is not just selling software. It is supporting payroll, taxes, benefits, compliance, workers' compensation, and HR administration.

Common pricing factors include:
