Working abroad is a popular way for Filipinos to advance their careers and achieve a high salary. Before leaving the Philippines, OFWs must secure an Overseas Employment Certificate (OEC), which is needed to leave the country and to avoid unnecessary taxes and fees.
If you’re about to start working abroad you’ll need to understand the OEC requirements for a first time OFW. This guide walks through how to get an OEC online, including the OEC balik manggagawa exemption, and how to arrange your OEC appointment before you travel.

The OEC meaning is ‘Overseas Employment Certificate’¹.
An OEC confirms that an OFW (Overseas Filipino Worker) has properly registered their overseas employment and is issued by DMW (Department of Migrant Workers)² before the OFW first leaves the Philippines. An OEC is valid for 60 days after issuance and for one exit only.
You’re asked for your OEC by immigration officers before departure, and providing it means you’re exempted from travel tax and terminal fees. You’ll need to apply for your OEC before leaving for your first overseas employment and then you’ll have to show an OEC or an exemption every time you leave the Philippines subsequently as an OFW - for example if you’re returning back to your overseas job after a visit home.
This guide walks through the OEC requirements for your first application and how to get a BM online OEC exemption if you’re returning to the same employer following a trip back home.
You’ll usually need an OEC the first time you leave the Philippines to work abroad, and then if you’re returning to an overseas job after visiting the Philippines after that.
The purpose of an OEC is to show that you have border clearance through valid employment registration, which can help to protect workers from exploitation by making sure all OFWs are properly registered with DMW. This means you’ll be asked for an OEC or exemption whenever you leave the Philippines as an OFW.
The exact requirements and process may differ depending on your individual situation and the sort of work you're doing.
First-time OFWs leaving the country will need to present their OEC, alongside their passport, verified employment contract and visa to the immigration authorities when leaving the Philippines.
You can apply for your OEC online, and then take your documents to an in-person meeting appointment to get your application approved and print the certificate needed for border clearance.
Returning OFWs (Balik-Manggagawa) who are going back to work for the same employer overseas may not need a new OEC. However, you’ll still need to get and print your exemption certificate to show at the border.
You can check your information online and confirm you’re eligible for the exemption, before printing your certificate prior to travel³. There’s no need to attend an in person meeting.
If you’re changing employers this simplified process isn’t available. You’ll need to apply for a new OEC to be able to travel, to update your employer information with DMW.

When you apply for an OEC for the first time you’ll need to complete both an online and an in person step. You’ll be asked to register online and submit images of your paperwork, before arranging an in person meeting to take the originals of your documents for checking. Your OEC can then be issued after you’ve paid the fees.

BM workers returning to the same employer and job site may qualify for simplified processing. In this case you’ll need to log into your account on the DMW online portal and check and confirm your existing information. If you’re returning to the same employer you should be able to enter your travel arrangements and get an exemption without needing to attend a new meeting or upload new paperwork.
Bear in mind that this process can change, and also depends on your specific situation. Check all the details well in advance of your travel plans to make sure everything goes smoothly.
OFWs returning to the same employer may be able to obtain BM online OEC exemption through the DMW system. If you’re changing employers this won’t be an option, and you’ll have to complete the full OEC application process again.
If it’s your first time traveling overseas as an OFW you won't be able to complete the full OEC application process online, but you can complete the first part digitally and then finish everything up through an in-person meeting.
Here’s the normal process to apply for your OEC online as a first time OFW:

If you’re already working abroad you can go to the DMW Online Services website, and select "Balik Manggagawa" (BM) to enter your details and print your exemption if one is available.
