Philippine Airlines Baggage Policy: A Guide to Checked and Carry-on Allowances and Fees

Yadana Chaw

Founded in 1941, Philippine Airlines (PR), is a flag Asian carrier from the Philippines. They operate domestic, intra-Asia, and long-haul flights to North America and Oceania, offering flights to 40+ destinations.

Philippine Airlines' baggage policy is primarily determined by the passenger's chosen fare family (such as Economy Supersaver, Saver, Value, or Flex) and the specific flight route. A passenger's status within the Mabuhay Miles loyalty program also influences one's baggage allowance.

Checked bag vs carry on vs personal item

Packing starts with understanding your bags:

  • Checked baggage is the larger luggage checked into the cargo hold; for Philippine Airlines, the maximum standard size is 158 cm / 62 in.
  • Carry-on bags (also referred to as cabin bags) go into the cabin for essentials, subject to the 100ml liquid rule, with a max size of 56 x 36 x 23 cm.
  • The Personal Item is the smallest (like a laptop bag or purse) and must fit under the seat in front of you.

For safety, remember all spare lithium batteries, power banks, and e-cigarettes must be in your carry-on, while sharp objects must always be placed in checked baggage.

In addition to the carry-on bag, all passengers are allowed one personal item free of charge, such as a laptop bag, purse, or small backpack. This item must fit under the seat in front and must not exceed dimensions of 45 x 35 x 20 cm (18 x 14 x 8 in). The combined weight of the carry-on bag and the personal item must not exceed 7 kg (15 lb).

Philippine Airlines checked baggage allowance

Philippine Airlines primarily operates on the Both Weight and Piece Concept for its checked luggage.

The Piece Concept limits the number of bags you can bring (e.g., 2 bags maximum, each up to 23kg), meaning you cannot consolidate one big bag into two small ones without paying extra. Conversely, the Weight Concept limits the total combined weight of all your bags (e.g., a total of 30 kg across any number of pieces).

Checked bag allowances for domestic flights are based on the weight concept.

*Exceptions:

  • Economy Supersaver: These fares generally do not include a free checked baggage allowance on flights to/from certain Pacific and Asian destinations. The standard 30 kg allowance applies only to Economy Saver fares and above.
  • Regional Variations: On flights to/from Beijing, Jinjiang, Shanghai, Xiamen, and Korea, baggage allowances may vary across all Economy fare types.

Do verify the exact allowance listed on your ticket, as policies are subject to the specific fare family and date of purchase.

Philippine Airlines extra baggage fees

If your carry-on luggage exceeds size or weight limits, it must generally be checked and may incur a fee. For checked baggage, any excess weight or additional pieces will be subject to a charge. These fees are highly variable and differ between domestic and international routes. Philippine Airlines applies an Excess Baggage Charge (EBC) based on whether the route operates under the Weight Concept (charged from 8 USD per kg) or the Piece Concept (from 120 USD per bag). Note that even within the same geographic region (such as Asia), specific charges can vary significantly between cities.

Philippine Airlines special baggage policy

  • Infants (under 2): Infants not occupying a seat are allowed one piece of checked baggage up on international routes only. One fully collapsible stroller, infant carrying basket, or infant car seat is also allowed free of charge.
  • Sporting Equipment: Equipment (e.g., golf bags, bicycles, or surfboards) can be accepted as part of the free checked baggage allowance if it adheres to the standard weight and size limits. If the equipment is an additional set or exceeds limits, excess baggage rate applies.
  • Musical Instruments: If you have valuable, fragile, or critical items (such as large musical instruments or certain medical equipment) that exceed standard carry-on dimensions, you must purchase a separate seat for them. This is known as Cabin Seat Baggage and ensures the item is transported securely within the cabin. You must purchase a separate seat for the baggage. Only one item is allowed per separate purchased seat and its total weight must not exceed 32 kg (70 lb).
